Answer: Usually no. However the unlock requires you to go through a quick survey (without this we would not have any codes) - Surveys are usually free but not limited to (for example cell-surveys cost depending on your cell).
It is under your own responsibility to choose one which fits for you!

Answer: Only two possible reasons.
Either you did not go through all steps. If so, you will never get to Riotpoints.
Or your code is not available. When downloading codes, check for available ones.
Notice, we can not update in real-time, so even available codes could be used.
Do not forget we update daily, if you ran into trouble.
